I. Project name 

In 2018, Guangdong Province (excluding Guangzhou and Shenzhen) software and integrated circuit design enterprises verification work service agency selection。 

Ii. Project content and requirements　

According to the Notice of the Ministry of Finance of Industry and Information Technology of the Development and Reform Commission of the State Administration of Taxation of the Ministry of Finance on Issues related to the Preferential Income Tax Policy of Enterprises in the Software and Integrated Circuit Industry (Finance and Taxation (2016) No. 49)，In accordance with the relevant arrangements of forwarding the Notice of Industry and Information Technology Ministry of the State Administration of Taxation Development and Reform Commission on Issues related to the Preferential Income Tax Policy of Software and integrated circuit Industry Enterprises (Guangdong Finance Law [2016] No. 7) and the Guidance on the Verification and Management of Software Enterprises and integrated circuit design Enterprises in Guangdong Province in 2018，In 2018, the verification service agency of software and integrated circuit design enterprises in Guangdong Province (excluding Guangzhou and Shenzhen) shall carry out the following work: 

(1) Implement the requirements of the Guangdong Economic Information and Telecommunications Soft Letter (2017) No. 101 "Implementation Plan for the decentralization of verification matters for software and integrated circuit design Enterprises enjoying preferential Tax Policies to Guangzhou", and upgrade the verification system for software and integrated circuit design enterprises in Guangdong Province。 

(2) Complete the review of online verification data of software enterprises and integrated circuit design enterprises that enjoy preferential tax policies in 2018 on schedule。 

(3) Complete the on-site audit work of software enterprises and integrated circuit design enterprises that enjoy preferential tax policies in 2018 on schedule。 

(4) According to the verification situation of the enterprise, the verification work and verification results shall be reported to the Commission on time。 

3. Selection method　

The units that meet the application conditions will register voluntarily and submit relevant materials as required。The committee shall organize expert review in accordance with relevant provisions and determine the best。　

4. Registration conditions　

(1) Lawfully registered social organizations, scientific research institutions or enterprises (services) in Guangdong Province, with independent legal personality, fixed office space and necessary facilities in the urban area of Guangzhou; 

(2) Having a sound corporate governance structure, a sound internal management system and an independent financial management system, and paying taxes and social insurance premiums according to law; 

(3) comprehensive social organizations that are representative of the whole industry;Familiar with software industry and IC industry in our province; 

(4) Units within the scope of the Guangdong provincial social organizations to undertake the transfer of government functions and purchase services; 

(5) Familiar with relevant preferential tax policies and on-site verification requirements of software enterprises and integrated circuit design enterprises, and have work experience in government-entrusted services and related services; 

(6) Good social reputation, annual inspection within 3 years。 

5. Declaration documents　

(1) Organization profile。Including but not limited to the establishment of the organization, the basic information of team members, relevant work performance, etc.; 

(2) Service work plan and fee quotation。The service work plan includes but is not limited to system maintenance and upgrade, data review, on-site verification, result summary, etc。The maximum service fee quoted is not more than 300,000 yuan, including but not limited to system maintenance and upgrade fee, transportation fee, conference venue fee, meal fee, accommodation fee, labor fee, printing fee, etc. 

(3) Copies of the business license of the enterprise legal person, the certificate of the legal person of the institution or the registration certificate of the legal person of other social organizations; 

(4) Other relevant materials that can support the qualification, professional ability and performance of the institution。 

The application materials shall be stamped with the official seal of the registration unit, in triplicate (one original and two copies), bound and sealed in accordance with the format requirements of the relevant bidding documents。　

6. Registration time and place　

Registration deadline: 12:00 am, June 11, 2018。　

Registration units please submit the application documents to our commission (Electronic Information and Software Services Department) before the deadline, the late will not be accepted。The registration unit shall be responsible for the authenticity of the documents and materials provided. If it is found to be fraudulent, its registration qualification will be cancelled。
